Sir: I am informed that General Order No. 2 has been distributed to the "war regiments" of the army. A recent order of the Secretary of War directs me to send to Richmond six thousand of the muskets belonging to our absent sick. This deprives the different regiments of the means of arming their men who return from the hospital even, and of course there are no arms for recruits. I shall not, under such circumstances, permit the expense of recruiting to be incurred, without additional orders. Very respectfully, Your obedient servant, J. E. Johnston, General. |
